城市无障碍环境建设评价指标体系研究

摘　　要：在我国,城市无障碍环境建设已进入稳步发展时期,需构建科学合理的评价指标体系,以推进无障碍市、县创建工作。本文通过对“十三五”时期我国创建无障碍环境市县的总体情况和评价指标的深入研究,针对无障碍环境建设所涉及的各类工程,从管理效能、建设效果、满意度层面选取评价指标,采用层次分析法、专家调查法给出指标权重,设置具有操作性的评价标准,建立了具有科学性、完整性的城市无障碍环境建设评价指标体系,为“十四五”无障碍环境建设市县评选工作提供评价方法和思路,为下一步推广无障碍环境建设提供参考路径。In China,the construction of urban barrier-free environment has entered a period of steady development,and it is urgent to build a scientific and reasonable evaluation index system to promote the establishment of barrier-free cities and counties.Based on the in-depth study of the overall situation and evaluation indicators of the cities and counties in the"13th Five-Year Plan"period,this paper selects several evaluation indicators from the aspects of management efficiency,construction effect and satisfaction for all kinds of projects involved in the construction of barrierfree environment,uses the analytic hierarchy process and expert survey to give the weight of indicators,sets up operational evaluation standards,and establishes scientific and comprehensive evaluation index system for the construction of urban barrier-free environment,which could provide evaluation methods and ideas for the selection of cities and counties for the construction of barrier-free environment in the"14th Five-Year Plan",and offer technical support for the promotion of the construction of barrier-free environment in the next step.
