摘 要:为提高城市基础设施暴雨防范能力,基于平战结合的韧性城市建设理念,将城市既有公共设施空间多功能利用与暴雨应急响应处理处置需求相融合,是充分利用城市已建成区域设施用地、系统治理城市内涝的开创新对策。本文以上海市中心城区典型排水系统为例,通过应用排水模型等数字化手段,对研究区域现状暴雨积水情况进行精细化模拟评估和风险等级划分,定量分析系统提标需求,并开展临时应急调蓄方案策略制定和积水削减效果模拟评估分析,充分发挥湖泊、绿地、广场、车库等既有设施可淹空间的临时滞蓄作用,为利用既有设施防范暴雨积水灾害提供新的思路。In order to improve the rainstorm prevention ability of urban infrastructure,based on the concept of resilient city construction at both peacetime and wartime,the multi-functional utilization of existing public facilities should be integrated with the needs of rainstorm emergency response,treatment and disposal,which can make full use of built-up area land in the city and systematically control waterlogging.Taking one typical drainage system in downtown in Shanghai as an example,by using drainage system hydraulic model,current waterlogging risk in the study area was simulated and evaluated,and the demand for upgrading was analyzed.The temporary emergency storage schemes were carried out,and the effect of preventing rainstorm waterlogging was simulated and evaluated as well.The study results can make full use of the temporary storage function of existing facilities such as lakes,greenland,squares and garages in the study area,which can provide a new idea to prevent flood disasters by using existing facilities.
