“柠檬市场”理论下我国大众滑雪旅游安全治理路径研究

摘　　要：滑雪旅游安全问题一直以来都是滑雪消费者关注的焦点,也是滑雪旅游业长远发展的基础。基于乔治·阿克尔洛夫的“柠檬市场”理论,对大众滑雪旅游“柠檬市场”与安全隐患的形成进行反思,发现各类市场主体信息不对称、供需双方信息获取有局限、滑雪场同质化竞争加剧、滑雪场过度追逐超额利润等情况是致使滑雪市场产生“柠檬现象”,造成大众滑雪安全困境的内在原因。对此,从政府部门强化监督与管理、滑雪企业加强防控与治理、树立滑雪消费者的风险防护意识三方面提出大众滑雪旅游安全“柠檬市场”的治理路径。通过规范滑雪市场秩序,优化供给结构,充分满足滑雪消费者需求,助力我国滑雪旅游产业实现高质量发展。The safety issue of sking tourism has always been a focus of attention for sking consumers,and it is also the foundation for the long-term development of the sking tourism industry.Based on George A.Akerlof's theory of"The Market for Lemons",this paper reflects on the formation of"The Market for Lemons"and potential safety hazards in mass sking tourism.It's found that the asymmetric information of various market entities,the limited information acquisition of supply and demand sides,the intensified homogeneous competition of ski resorts,and the excessive pursuit of excess profits by sking resorts are the internal reasons for the"Lemon Phenomenon"in the sking market and the security dilemma of mass sking.Aiming to above problems,the governance path of"The Market for Lemons"for mass sking tourism safety is proposed from three aspects:strengthening supervision and management by government departments,strengthening prevention and control and governance by sking enterprises,and establishing the awareness of risk protection of sking consumers.By regulating the order of the sking market,optimizing the supply structure,fully meeting the needs of sking consumers,and helping China's sking tourism industry achieve high-quality development.
