摘　　要：准确评估创新与低碳政策结合的绿色经济转型效应对试点政策完善与推广具有重要意义。基于中国地级城市面板数据,运用多期DID模型、固定效应模型和调节效应模型实证检验创新与低碳政策结合的经济绿色转型效应及政策协同效应,并基于数据要素流动环境视角,探究创新与低碳政策结合对数据要素流动环境与经济绿色转型关系的多维度调节效应。研究发现,创新与低碳政策结合更有利于推动城市绿色经济效率提升,且存在政策协同效应,长期作用效果优于短期。调节机制表明,创新与低碳政策结合正向调节数据要素流动环境与经济绿色转型的关系,且正向调节作用效果持续增强。研究结论为数字经济时代“绿色”与“创新”政策结合与完善提供有可靠证据。Accurately assessing the green economy transition effect of the combination of innovation and low-carbon policies is of great significance for the improvement and promotion of pilot policies.Based on the panel data,this paper uses the multi-period DID model,fixed effect model and moderation effect model to empirically test the economic green transformation effect and the policy synergy effect of the combination of innovation and low-carbon policies.From the perspective of data factor flow environment,the multi-dimensional moderating effect of combining innovation and low-carbon policies on the relationship between data factor flow environment and economic green transformation is explored.The study found that the combination of innovation and lowcarbon policies is more conducive to promoting the green transition of urban economy,and there are policy synergies.Moreover,the long-term effect is better than the short-term effect.The adjustment mechanism shows that the combination of innovation and low-carbon policies positively adjusts the relationship between the flow environment of data elements and the green transition of the economy.The positive adjustment effect continues to increase.The research conclusions provide reliable evidence for the improvement of the combination of“green”and“innovation”policies.
