摘 要:环境规制、政府投入是当前我国农业发展不可避免地客观环境,分析二者对农业减排的影响效果,对改善我国农业现状具有重要意义。选择命令型、费用型2类环境规制与政府投入,以2006—2019年我国31个省级面板门槛模型,实证分析环境规制和政府投入对我国农业减排效率的直接影响与耦合影响。研究发现,在我国农业减排过程中,环境规制和政府投入能够有效促进农业减排的发展;环境规制和政府投入对农业减排存在显著的门槛效应;在科研投入高、专利产出高的地区,科研投入和费用型规制对农业减排影响显著,低碳补助和费用型规制对农业减排影响显著;在科研投入和专利产出欠发达地区,科研投入和费用型规制对农业减排术影响显著,但是低碳补助政策的效果则不显著。Environmental regulation government investment is an inevitable objective environment for agricultural development.Analyzing their effects on agricultural emission reduction has great significance to improve agriculture present situation in China.Based on the panel threshold models of 31 provinces in 2006-2019,the direct and coupling effects of environmental regulation and government input on agricultural emis⁃sion reduction efficiency were empirically analyzed.Results showed that during the agricultural emission reduction in China,environmental reg⁃ulation and government input could effectively promote the development of agricultural emission reduction.Environmental regulation and gov⁃ernment input had significant threshold effect on agricultural emission reduction.In areas with high investment in scientific research and high patent output,scientific research input and cost⁃based regulation had significant impacts on agricultural emission reduction,low carbon subsi⁃dies and cost regulations had significant impacts on agricultural emission reduction.In underdeveloped areas of research investment and patent output,scientific research input and cost⁃type regulation have significant effects on agricultural emission reduction,but the effect of low⁃carbon subsidies was not significant.
