摘　　要：推进共同富裕体现党的初心和历史使命,第三次分配对促进共同富裕、提升人类社会精神文化水平以及满足人民美好生活需要具有重要意义。本文对“第三次分配”和“共同富裕”的内涵进行解读,阐明了以第三次分配推动实现共同富裕的三重内在逻辑,即道德责任巩固效率、习惯体系促进公平、公益慈善发展文明。尽管中国特色社会主义体系体现的制度优势、互助共济的中华传统提供的文化支撑、公益事业持续繁荣累积的社会资本为新时期我国推行第三次分配奠定了坚实基础,为共同富裕的实现提供了公平、效率和文明保障,但从政府、公益慈善组织和社会三个层面来看,共同富裕的实现仍面临着诸多现实困境。本文认为,通过强化担当作为、加强公益慈善组织自身建设、宣传慈善文化以夯实效率根基、提高公平程度、促进文明发展,是促进第三次分配和共同富裕取得实质性进展的有力举措。Common prosperity is the Party's original intention and historical mission,and the third distribution is of great significance to promote common prosperity,enhance the spiritual and cultural level of human society and meet the needs of the people for a better life in the new era.This paper interprets the connotation of"the third distribution"and"common prosperity",and expounds the triple internal logic of promoting the realization of common prosperity by the third distribution,that is,the moral responsibility consolidates efficiency,the customary system promotes fairness,and the public welfare develop civilization.The institutional advantages embodied in the socialist system with Chinese characteristics,the cultural support provided by the Chinese tradition of mutual assistance,and the social capital accumulated by the sustained prosperity of public welfare undertakings have laid a solid foundation for the implementation of the third distribution in the new era and provided fairness guarantee,efficiency guarantee and civilization guarantee for the realization of common prosperity.However,from the three levels of the government,charitable organizations and society,the realization of common prosperity is still faced with many practical difficulties.On this basis,it is a powerful measure to promote substantial progress in the third distribution and common prosperity by strengthening the responsibility,improving the self-construction of charitable organizations,and promoting a culture of philanthropy to consolidate the foundation of efficiency,improve the degree of fairness,and promote the development of civilization.
