摘  要:灾害背景下提升应急供应链韧性对于提高减灾救灾能力意义重大。针对突发灾害情况下的应急供应链的紧急性、不确定性、政府组织保障等特征从供应链采购系统、运输系统、仓储系统及组织保障系统、信息系统共5个方面,找出影响应急供应链韧性的16个因素,再利用DEMATEL(决策试验分析法)方法计算综合影响矩阵并求解各影响因素的影响度、被影响度、中心度、原因度及层级结构图,并使用解释结构模型(ISM)方法计算可达矩阵并进行层次分级后构建应急供应链韧性影响因素多级递接结构模型,再结合DEMATEL ISM集成建模方法结果进行综合分析。结果显示,应急供应链韧性影响因素可划分为6级4阶的多级递阶结构,其中,当地政府管治能力为根本影响因素;运输网络管理能力、基础设施建设水平及信息协同能力为间接影响因素;应急物资仓储容量、仓库吞吐效率、运输及时性及故障恢复能力为直接影响因素。最后,根据研究结果为维持应急供应链系统的长效运转提供相应建议,并提出了提升灾害背景下的应急供应链韧性在时间安排上的优先策略与资源分配策略,为提升应急供应链韧性提供理论依据。Improving the resilience of the emergency supply chain in the context of disasters is of great significance for improving disaster reduction and relief capabilities.This paper aims at the characteristics of emergency supply chains such as urgency,uncertainty,and government organization guarantee under sudden disasters,and finds out 16 factors that affect the resilience of emergency supply chains from five aspects of supply chain procurement system,transportation system,warehousing system and organization guarantee system,and information system.Then we use DEMATEL(decision experiment analysis method)to calculate the comprehensive impact matrix and solve the impact degree,affected degree,and centrality.The reason degree and hierarchical structure chart,and the ISM(Interpretative Structure Model)method are used to calculate the reachability matrix,and the multi-level recursive structure model of the influencing factors of the resilience of the emergency supply chain is built after the hierarchical classification.Then,the comprehensive analysis is conducted based on the results of the DEMATEL ISM integrated modeling method.The results show that the influencing factors of the resilience of the emergency supply chain can be divided into 6 levels and 4 levels,in which the governance capacity of the local government is the fundamental influencing factor.Transport network management capability,infrastructure construction level,and information collaboration capability are indirect influencing factors;The storage capacity of emergency materials,warehouse throughput efficiency,transportation timeliness,and fault recovery capability are the direct influencing factors.Finally,according to the research results,it provides corresponding suggestions for maintaining the long-term operation of the emergency supply chain system and puts forward priority strategies and resource allocation strategies for improving the resilience of the emergency supply chain in the context of disasters,providing a theoretical basis for improving the r
