摘　　要：滞期管控是一项系统性工程,目的不仅在于降低滞期成本,更重要的是降低原油库存成本、资金占用和财务费用,提升炼油企业原油物流系统运行效率。文章分析了当前炼油企业滞期管控现状及难点挑战,介绍了中国石化滞期管控实践和经验,并提出了炼油企业滞期管控方案路径,以期为国内滞期管控从业人员提供参考。Demurrage control is a systematic project,aiming to reduce demurrage costs and lower the cost of inventory capital and financial expenses,as well as improve the operational efficiency of the crude oil logistics system.This paper analyzes the current status and challenges of demurrage control in refining enterprises,introduces the practice and experience of Sinopec,and proposes a methodology for refinery demurrage control.Hopefully this paper could provide reference for domestic demurrage control practitioners and contribute to continuously reducing the external payment of demurrage fees.
