摘　　要：在“以人民为中心”治国理政思想指引下,在对台工作既有方针与成绩的基础上,面对机遇和挑战并存的复杂态势,习近平总书记重要论述揭示了国家统一是形式与实质契合、“结束政治对立”与“心灵契合”的统一的新目标,把两岸人民的统一提升到与政治统一同等重要的地位,指出两岸民众关系的现状是“两岸一家人”,要达致“两岸一家亲”的过渡状态,进而实现宏观层次“命运共同体”、微观层次“心灵契合”的人民统一,并规划了两岸“融合发展”的统一路径,系统构建了“以人民为中心”的“和平统一”观,拓展了“和平统一”的理论内涵,丰富了“和平统一”的实践机制,具有重要的时代价值。Leading by a People-Centered governance thought and based on the policies and achievements of Taiwan affairs,General Secretary Xi Jinping's Important Expositions puts forward that national unification is a match between the substance and the form.It points out that“ending political antagonism”and“forging closer spiritual bonds”are new goals of the process of national reunification,and remarks that we should elevate the reunification of cross-Strait people to the equal importance as political reunification.It argues that the current situation of people on both sides of the Taiwan strait is one family.Next is to reach the transition status that people on both sides of the Taiwan Strait are more intimate in the same family,so to achieve a reunification of people as community of shared future from the macro level then forging closer spiritual bonds from the macro level.The Expositions also plans the unification approach of cross-Strait integrated development,systematically constructs the value of People-Centered peaceful reunification,and expands its theoretical connotation and enriches the practical mechanism of it,which is of great value for our times.
