央地财政治理视角下配套政策的运行逻辑——以X市京津风沙源治理工程为例

摘　　要：财政治理中项目制与配套政策之间的关系是理解央地治理关系的重要线索之一。作为引导和激励地方政府参与中央任务的一种辅助工具,配套政策的地方执行机制与中央主体任务之间的互动逻辑依然是一个尚待解释的争议问题。本文基于京津风沙源治理工程的运作过程,提炼出配套政策的“政策压力—政策模糊—政策弹性”解释框架。中央通过配套政策与地方建立起高度的生态治理任务关联,但配套政策执行在地方治理的复杂环境中呈现出治理绩效模糊、治理结构冲突、配套压力转嫁等非预期性结果。在层层加码的政策高压下,政策配套过程中的模糊化处理策略给政策执行提供了弹性空间,既保障了中央政策意图的实现,又能使政策变通为政策压力所容纳,在兼顾中央政策要求与地方利益需求之间找到平衡。The relation between project system and supporting policies in fiscal governance is one of the important clues to understand the relation between central and local governance.As an auxiliary tool to guide and motivate local governments to participate in tasks set by the central government,the interactive logic between the local implementation mechanism of supporting policies and tasks set by the central government is stll a controversial issue to be explained.Based on the operation process of the Beijing-Tianjin sandstorm source control project,this paper extracts the explanatory framework of“policy pressure-policy ambiguity-policy flexibility”of supporting policies.The central government has established a high degree of ecological governance task correlation with local governments tl through supporting policies.However,the implementation of supporting policies in the complex environment of local governance shows unexpected results such as fuzzy governance performance,conflict of governance structure and forced transfer of supporting services.Under the increasing policy pressure,the fuzzy treatment strategy in supporting policies provides flexible space for policy implementation,which not only guarantees the realization of the policy intention of the central government,but also enables the policy to be accommodated by the policy pressure,so as to find a balance between requirements of the central policy and the needs of local interests.
