摘　　要：我国基层医疗卫生机构服务体系在新冠疫情防控中的作用不可或缺。以江苏省启东市为例,运用文献研究法、调查研究法和案例分析法,对启东市第一医疗集团、第二医疗集团、疾控中心及社区等的应急能力现状进行系统研究,调查该市医疗卫生应急能力现状,并分别剖析调查过程中发现的问题,提出针对性的建议和对策,以期为基层医疗卫生机构应对突发公共卫生事件应急能力建设提供参考依据,进一步提升医疗卫生机构应急能力,保障人民群众生命健康、安全。The service system of primary medical and health institutions is indispensable in COVID-19's prevention and control.Taking Qidong City,Jiangsu Province as an example,this paper makes a systematic study on the current situation of emergency response capacity of Qidong first medical group,Second Medical Group,CDC and community by using the methods of literature research,investigation and case analysis.Novel coronavirus pneumonia situation and problems in our city against the outbreak of the COVID-19 epidemic situation were investigated.The problems identified in the investigation were analyzed and suggestions and countermeasures were put forward.to provide reference basis for the construction of public health emergency response capacity of grass-roots medical and health institutions in China,further improve the emergency response capacity of medical and health institutions,and ensure the life,health and safety of the people.
