摘　　要：近年来,在有关政策的积极引导下,版权金融工作的持续开展成为激发文化企业内生动力的重要因素,为文化企业创造创新优秀文化产品提供资金保障。综合来看,现阶段,我国版权金融政策仍未构建起独立体系,对版权产业发展的支持仍显乏力,针对垂直服务领域的专门性文件还需要在政府、金融机构和社会组织等多方推动下早日出台。本文通过系统梳理我国知识产权金融、文化金融等有关政策的演进历程,在历史性视域下,为进一步深化版权金融政策,建设中国特色、世界水平的版权强国、知识产权强国及文化强国提供参考。In recent years,the continuous development of copyright finance has become a vital factor in stimulating the intrinsic motivation of cultural enterprises,providing financial security for the creation of innovative and outstanding cultural products.However,it is evident that China's copyright finance has yet to establish an independent system and its support for the development of the copyright industry remains insufficient.Therefore,there is a pressing need for specialized regulations in vertical service sectors,which can be achieved through collaborative efforts involving administration,financial institutions and social organizations.This article aims to provide a theoretical reference for further deepening copyright finance policies and building a world-class framework for copyright,intellectual property and cultural industry,by systematically reviewing the evolution of intellectual property finance and cultural finance from a historical perspective.
