中东欧国家参与“一带一路”建设十年:进展与前景

摘　　要：自2012年中国-中东欧国家合作启动以来,中国积极推动中东欧国家参与“一带一路”建设,与全部中东欧国家签署“一带一路”合作备忘录。中国-中东欧国家合作是推动“一带一路”建设的重要平台和载体。中东欧国家由历史上的中间地带、缓冲区成为欧亚大陆间相互合作的纽带。中国十分重视中东欧国家在欧亚大陆互联互通中的枢纽地位,通过积极推进互联互通建设,打造欧亚大陆桥经济走廊,并逐渐形成陆上和海上两条重要的互联互通通道,陆上以中欧班列为主要载体,海上则采取海陆联运的方式,积极推动中欧陆海快线建设。中国-中东欧国家合作前景可期,欧洲看好中国的市场和发展潜力,欧盟机构和欧洲国家领导人纷纷到访中国,寻求进一步加强合作的契机。只要中国坚持去地缘政治化、推动务实合作的大方向不变,合作就有很大潜力可以挖掘。只要双方夯实务实合作底色,促进民心相通,就能够推动“一带一路”合作进一步行稳致远。Since the start of the China-CEEC cooperation in 2012,China has been actively promoting CEE countries'participation in building the"Belt and Road"and has signed a memorandum of cooperation on this respect with each CEE country.China-CEEC cooperation is an important platform and carrier for promoting the"Belt and Road"initiative.The Central and Eastern European countries,historically as an intermediate buffer region,now become a link of mutual cooperation between the Eurasia countries.China attaches great importance to the pivotal position of Central and Eastern European countries in connecting Eurasia countries,and has actively promoted construction in building an economic corridor of Eurasian Continental Bridge,gradually forming two important interconnection channels on land and see,with the China-Europe Railway Express as the main carrier on land,and coordinated land-marine transportation on the sea to actively built a China-Europe land-marine fast line.The prospects of China-CEEC cooperation are promising.Europe is optimistic about China's market and development potential,and leaders of EU institutions and European countries have visited China to seek opportunities to further strengthen cooperation.So long as China adheres to the general direction of degeopoliticization and promoting practical cooperation,there is great potential for cooperation.And as long as the two sides consolidate pragmatic cooperation and promote communication between the peoples,the"Belt and Road"cooperation will move forward with stability and sustainability.
