后“粉红浪潮”时期的圣保罗论坛:反思、调整与角色作用

摘　　要：自1990年创立以来,圣保罗论坛见证了苏联解体、东欧剧变后拉美左翼政治力量通过团结互助摆脱忧虑迷惘逐步形成“粉红浪潮”的过程。但随着2015年至2016年以来地区政治钟摆向右倾斜,圣保罗论坛的发展迎来一系列挑战,2020年新冠肺炎疫情的暴发与蔓延令论坛遇到更加复杂的斗争局面。面对新形势,圣保罗论坛联合左翼力量进行了深刻反思与积极调整,在缓和地区冲突与危机、应对外部制裁与疫情冲击、总结经验并查摆问题、明确自我定位与价值理念遵循、研判全球与地区形势、制定战略规划与布局等方面发挥了不可替代的作用。在新一轮“粉红浪潮”兴起的背景下,能否通过务实有效的区域政治互动与发展模式探索实现拉美的联合自强,将成为决定圣保罗论坛发展前景的关键。Since its establishment in 1990,the Sao Paulo Forum has witnessed the gradual formation of the"Pink Tide"after the dissolution of the Soviet Union by the left-wing political forces in Latin America through solidarity and mutual assistance to free themselves from anxiety and confusion.However,as the regional politics has shifted to the right since 2015 and 2016,the Sao Paulo Forum has faced a series of challenges,and the outbreak and spread of the COVID-19 pandemic in 2020 has led to more complex situation for the forum.In the face of the new situation,the Forum in alliance with the left-wing forces has made profound reflections and active adjustment,and play an irreplaceable role in alleviating regional conflicts and crises,responding to external sanctions and the pandemic,summarizing experience and identifying problems,specifying its positioning and value orientation,studying and evaluating the global and regional situation,and formulating strategic plan and layout,thus leading the left-wing forces in the region to overcome difficulties,building consensus and identifying development direction.In the context of the new round of pink tide,whether Latin America can realize unity and self-improvement through pragmatic and effective regional political interaction and exploration of development model will be the key to the prospect of Sao Paulo Forum.
