从《国家情报战略》看美国情报界信息共享战略指导的演进

摘　　要：[研究目的]信息共享是新世纪以来美国情报界情报改革的重点领域,2005年以来的四份美国《国家情报战略》对此均有专门论述。研究美国情报界信息共享战略指导的演进,对把握美国情报技术能力的建设发展有重要意义。[研究方法]采用文献研究和比较分析的方法,系统梳理信息共享在各版《国家情报战略》指导下的发展进程,结合其他政策文件,从演进内容、演进动因和演进特点三个方面进行解析。[研究结论]各版《国家情报战略》对信息共享内容的相关阐述在模式、功能和风险管理方面呈现演进态势,演进的动因是情报文化的转变、情报能力建设的要求和数据管理方式的更新,战略指导的演进具有其内在逻辑和规律。[Research purpose]Information sharing is the key area of intelligence reform in the American intelligence community since the new century,which has been specifically discussed in the four national intelligence strategies since 2005.It is of great significance to study the evolution of information sharing strategy guidance of American intelligence community to grasp the construction and development of American intelligence technology capability.[Research method]With the method of literature research and comparative analysis,this paper systematically combs the development process of information sharing under the guidance of various editions of national intelligence strategy,and analyzes the evolution content,evolution motivation and evolution characteristics from three aspects combined with other policy documents.[Research conclusion]The national intelligence strategy presents an evolving trend in the pattern,function and risk management of the information sharing content,the motivation of evolution is the change of intelligence culture,the requirement of intelligence capacity building and the update of data management mode,the evolution of strategic guidance has its internal logic and law.
