突发公共卫生事件次生灾害防控的政府网络话语框架研究——基于7个超大城市政务微博的分析

摘　　要：[研究目的]政府在面对社会性次生灾害时会通过网络平台发布相关信息,对政府网络话语研究有助于防控突发公共卫生事件引发的次生灾害。[研究方法]根据次生灾害和框架理论,基于我国超大城市疫情期间次生灾害防控的政府网络话语进行分析。[研究结论]依附性次生灾害政府网络话语在超大城市占比均较高,精神性次生灾害所占比例较低。依附性次生灾害主要使用事故框架和对策框架,供求性次生灾害主要使用对策框架和归因追责框架,收入性次生灾害主要使用对策框架和事故框架,精神性次生灾害主要使用对策框架和情感框架。不同城市、不同次生灾害类型下政府网络话语传播效果均具有显著差异性,但不同网络话语框架能引发的传播效果无显著差异。[Research purpose]In the face of social secondary disasters,the government will release relevant information through the network platform.The study of the government internet discourse will help prevent and control secondary disasters caused by public health emergencies.[Research method]Based on the theory of secondary disasters and frame,this paper analyzes the government internet discourse on the prevention and control of secondary disasters during the epidemic in China's megacities.[Research conclusion]The study found that the government internet discourse of dependent secondary disasters accounted for a high proportion in megacities,while the proportion of spiritual secondary disasters was low.Dependent secondary disasters mainly use accident frame and countermeasure frame,supply and demand secondary disasters mainly use countermeasure frame and attribution and accountability frame,income secondary disasters mainly use countermeasure frame and accident frame,and spiritual secondary disasters mainly use countermeasure frame and emotional frame.There are significant differences in the communication effects of government internet discourse in different cities and different types of secondary disasters,but the communication effects caused by different internet discourse frames are not significantly different.
