摘 要:“十四五”时期是推进数字农业发展的重要战略机遇期,农业数字化转型也将从顶层设计逐步走向实践。目前,黑龙江省农业数字化转型面临协同推进的系统性尚未建立、数字农业技术集成创新和开发应用普及相对缓慢、农民数字素养能力不足与数字农业建设衔接不畅的挑战,可能成为与其他省份扩大发展差距的新因素。黑龙江省农业数字化转型应着力从三个方面发力:一是强化顶层设计,推动存量政策、增量政策叠加发力;二是以补农业短板为导向,进一步鼓励科技企业赋能数字农业;三是培养涉农主体数字素养,提升农民参与数字农业建设的能力。The 14th Five Year Plan period is an important strategic opportunity to promote the development of digital agriculture,and the Digital transformation of agriculture will gradually move from top-level design to practice.At present,Digital transformation of agriculture in Heilongjiang Province is facing challenges such as the lack of a coordinated system,the relatively slow pace of technological integration and digital application in agriculture,the lack of farmers'digital literacy ability,and the poor connection with the construction of digital agriculture,which may become a new factor resulting in development gap expansion with other provinces.The agricultural digital transformation of the province should focus on three aspects:strengthening top-level design for promoting the superposition effect of old and new policies,further encouraging scientific and technological enterprises to empower digital agriculture for complementing agricultural weaknesses,and improving the digital literacy of agricultural participants and the ability of farmers on the construction of digital agriculture.
