低碳约束下农产品电商物流效率测度与评价——基于东北三省2015-2020年面板数据分析

摘　　要：农产品物流作为现代物流的重要组成部分,和电子商务的发展相辅相成、互成条件,对东北三省的经济发展具有举足轻重的作用。从资本、劳动力、能源消耗、电商信息技术和产生总值等方面构建评价指标体系,结合SBM-ML模型对所构建指标数据进行测算,从静态和动态两方面对效率进行分析评价。研究结果表明:东三省地区绝大多数市州农产品电商物流效率低下,地区差异较大;东三省全要素生产率变化中期要受到技术创新能力不足和管理水平不佳的原因导致波动较大,后期逐渐趋于平稳;东三省整体技术进步率均在降低,此外,吉林省和黑龙江省农产品电商物流技术管理水平有待提高。从技术创新、资源配置、人才培养等方面提出相关建议,为农产品电商物流产业的持续发展助力。As an important part of modern logistics,agricultural product logistics and the development of e-commerce complement each other and form conditions for each other,which plays a pivotal role in the economic development of the three Northeast provinces.The evaluation index system was constructed from the aspects of capital,labor,energy consumption,e-commerce information technology and total generated value.The constructed index data was calculated by combining the SBM-ML model,and the efficiency was analyzed and evaluated from both static and dynamic aspects.The results show that the logistics efficiency of agricultural products e-commerce in most cities is low and the regional differences are large.The change of total factor productivity fluctuated greatly in the middle period due to the lack of technological innovation ability and poor management level,and gradually stabilized in the later period.The overall technological progress rate of the three northeastern provinces is decreasing.In addition,the technical management level of agricultural products e-commerce logistics in Jilin and Heilongjiang needs to be improved.Relevant suggestions are put forward from the aspects of technological innovation,resource allocation and personnel training,so as to help the sustainable development of agricultural products e-commerce logistics industry.
