摘　　要：新一轮科技革命和产业变革的加速演进促使国际科技竞争加剧,科技政策研究迎来发展新机遇,重新厘清和明确科技政策学的理论基础和研究体系,有助于为科技政策研究的科学化和学科化发展提供启示和参考。立足于新一轮科技与产业变革对科技政策研究的新需求,在传统科技政策学相关理论发展的基础上,进一步丰富和梳理科技政策学的概念内涵和主要研究问题,构建基于政策信息学的科技政策学研究“集成范式”,并探讨形成科技政策学的学科体系。基于此,全面把握科技政策学的发展新趋向,提出未来科技政策学发展建议;凝练关键科学问题,制定科技政策研究发展规划;洞察科技变革规律,建立科技创新政策协同体系;推进学科交叉融合,丰富政策研究方法工具平台;开展政策绩效评估,支撑科技政策动态优化调整。The new round of scientific and technological revolution and industrial transformation intensifies international competition in science and technology,and policy research has ushered in new opportunities for development.Re-clarifying the theoretical basis and research system of science and technology policy will help provide inspiration and reference for the scientific and disciplinary development of policy research.Based on the new demand of the aforementioned new round for science and technology policy research,this study further enriched and sorted out the concept connotation and main research issues of science and technology policy.We can systematically summarize and construct the“integrated paradigm”of science of science and technology policy research based on policy informatics,and discuss and form the discipline system of science of science and technology policy science research.This study presents the following suggestions:condense the key scientific issues and formulate the research and development plan of science and technology policy;provide insight into the law of scientific and technological reform and establish the coordination system of scientific and technological innovation policy;promote the interdisciplinary integration and enrich the tool platform of policy research methods;and carry out policy performance evaluation to support the dynamic optimization and adjustment of science and technology policies.
