摘 要:在铁路固定设施和机辆装备现代化水平大幅度提升的情况下,传统的铁路局集团公司局间车流交接管理方式,与市场化法制化国际化经营以及干线和装备能力释放的矛盾日益突出,局间分界口车流交接不畅成为路网畅通的梗阻,既干扰正常的运输秩序,也影响路网整体能力的发挥。通过对局间分界口车流交接有关的清算考核指标的梳理,分析局间车流交接不畅的原因,以问题和目标为导向,建立以区段货车平均旅行速度量化局间分界口畅通水平的方法,以此为基础研究提出以统一区域铁路运输市场为目标,探索运用大数据、信息化等技术手段,建立数字化路网和虚拟化分界口,以期解决现有局间分界口车流交接管理方式存在的问题,避免局间分界口成为保畅通、增运量的障碍,助力实现路网效益最大化。With the modernization level of railway fixed facilities and rolling stock equipment greatly improved,the contradiction among the traditional management modes of the vehicle flow receiving and delivering between railway groups,the marketization,legislation,and international operation,and the release of trunk line and equipment capacity is becoming increasingly obvious.Poor vehicle flow receiving and delivering between railway groups at demarkation is the primary reason for poor railway network operation,which not only interferes with the normal transport order but also affects the overall capacity of the road network.By sorting out the clearing indexes related to vehicle flow receiving and delivering between railway groups at demarkation,the reasons for poor vehicle flow receiving and delivering between railway groups were analyzed.A method based on the average freight train traveling speed in a section was established to quantify the level of vehicle flow receiving and delivering between railway groups at demarkation.On this basis,this paper proposed to unify the regional railway transport market and use big data,information technology,and other technical means,so as to establish the digital railway network and virtual demarkation.The paper aims to solve the problems existing in the vehicle flow receiving and delivering management mode between railway groups at demarkation,avoid the demarkation becoming an obstacle in keeping smooth and increasing traffic volume,and maximize the benefit of the railway network.
