摘　　要：我国养老PPP模式发展还很不成熟,准确界定政府职能是养老PPP模式成败的关键。结合公共产品理论分析养老服务的公共属性,梳理国家养老服务相关政策、发展现状及难点,认为我国PPP模式存在法律保障不够完善,实践难题多、投资门槛高、设计难度大、风险大等问题。此外,运用相关数据分析我国养老PPP项目的发展现状,剖析其面临的发展难题,动态调整政府在养老PPP项目法律保障、发起、建设、管理、调整等阶段的政府职能,从而促进政府和社会资本的通力合作,推进养老服务PPP模式的推广。In our country,the development of endowment PPP model is not mature,and the accurate definition of government function is the key to the success or failure of the endowment PPP model.Based on the theory of public goods,this paper analyzes the public attributes of elderly care services,sorts out relevant policies of national elderly care services and analyzes their characteristics.In addition,the relevant data are used to analyze the status quo of the development of pension PPP projects in China and take stock of development challenges.The government functions in the stages of legal protection,initiation,construction,management and adjustment of old-age PPP projects are dynamically adjusted,so as to promote the cooperation between the government and social capital and promote the promotion of the PPP model of old-age service.
