摘　　要：党的二十大报告提出要“全方位夯实粮食安全根基”,这为端牢中国人的饭碗和更好地保障国家粮食安全指明了方向。为正确理解这一重大创新表述,首先,论文解构了“全方位”的科学内涵和五大基本特征,从六个维度解释了何谓粮食安全的“根基”。其次,基于SWOT法识别了实现这一新标准新要求的优势和劣势、困难和机遇,明晰“全方位夯实粮食安全根基”的现实基础。最后,论文针对性地提出了十大对策建议,阐述了实现“全方位夯实粮食安全根基”的可能路径和主要举措。The report to the 20th National Congress of the Communist Party of China called for"comprehensively consolidating the foundation of food security",which pointed out the direction for securing the rice bowl of the Chinese people and better ensuring national food security.In order to correctly understand this significant innovative expression,the paper firstly deconstructs the scientific connotation and five characteristics of"all-round",and explains the"foundation"of food security from six dimensions.Secondly,based on SWOT method,it identifies the advantages and disadvantages,difficulties and opportunities of realizing the new standard and new requirements,and clarifies the realistic foundation of"comprehensively consolidating the foundation of food security".Finally,ten countermeasures and suggestions were put forward,and the possible paths and main measures for"consolidating the foundation of food security in an all-round way"were expounded.
