摘　　要：区域能源安全问题是影响高质量发展框架下区域协调发展的重要因素,只有解决好区域性能源安全问题,才能从关键环节破除应对气候变化挑战新模式下的能源体系系统转型协调风险,为中国式现代化语境中的区域协调发展提供更自主可控的能源综合服务能力。在能源安全和能源转型的新模式下,面对区域能源安全的基础性、关键性和系统性问题,亟需重构总体国家安全观、人类命运共同体和中国式现代化的新系统思维,重视能源战略功能在区域间的协调,加大能源运力和调度能力在区域间的协调,统筹好能源转型与能源系统安全的关系,并从政策上加强对保障能源产业链供应链安全、能源运力与调度能力建设、打通能源创新链堵点和加强能源新标准体系建设的支持,尽快实现能源高质量发展,为社会主义现代化强国建设夯实基础。Regional energy security is an important factor affecting regional coordinated development under the framework of high-quality development. Under the new model of energy security and energy transformation, in the face of fundamental, critical and systemic issues of regional energy security, it is urgent to reconstruct the overall national security concept, the new system thinking of a community with a shared future for mankind and Chinese path to modernization, emphasize the inter-regional coordination of energy strategic functions, increase the inter-regional coordination of energy transportation capacity and dispatching capabilities, and coordinate the relationship between energy transition and energy system security, and from the policy, we will strengthen support for ensuring the security of the energy industry chain supply chain, building energy transport capacity and dispatching capabilities, breaking through energy innovation chain blocks, and strengthening the construction of a new energy standard system, so as to achieve high-quality energy development as soon as possible.
