服务贸易高质量发展赋能共同富裕的作用机理与实施路径——以浙江省为例

摘　　要：服务贸易是对外开放的主要领域和关键抓手,浙江省是我国深化改革开放和建设制度型开放的前沿阵地和重要窗口,为服务贸易高质量发展赋能共同富裕社会建设提供省域案例和参考标准。本文在明确服务贸易高质量发展基本内涵的三个维度的基础上,深刻挖掘服务贸易促进共同富裕社会建设的推动作用,以高质量发展规避服务贸易加深收入分配不均和收入差距的不利影响,全面发挥服务贸易推进共同富裕示范区建设的增长优化、创新驱动、人力资本等三类效应。目前,浙江服务贸易发展取得阶段性丰硕成果,也面临着诸多赋能困境和现实挑战。本文基于赋能机制和现实挑战的全面分析,针对性地提出优化赋能机制的实施路径:坚持服务业转型升级,优化服务贸易高质量发展的产业生态圈;深化服务业对外开放,精准定位服务贸易发展的具体路径;继续增强数字化转型赋智赋能,加快推动服务贸易的高质量发展;强化服务贸易赋能共同富裕理论研究,动态完善顶层制度设计和政策落实。Service trade is the main field and key starting point of opening up,and Zhejiang Province is the forefront and important window for deepening reform and opening up and building institutional opening up in China,providing provincial cases and reference standards for the high-quality development of service trade and the construction of a common prosperity society.On the basis of clarifying the three dimensions of the basic connotation of the high-quality development of service trade,this paper deeply explores the role of service trade in promoting the construction of a common prosperity society,avoids the adverse effects of service trade deepening income distribution and income disparity with high-quality development,and fully gives full play to the three effects of service trade in promoting the construction of common prosperity demonstration zone,such as growth optimization,innovation drive,and human capital.At present,Zhejiang’s service trade development has achieved fruitful results in stages,but it is also facing many enabling dilemmas and practical challenges.Based on the comprehensive analysis of the enabling mechanism and practical challenges,this paper puts forward the implementation path of optimizing the enabling mechanism:adhere to the transformation and upgrading of the service industry and optimize the industrial ecosystem for the high-quality development of service trade;deepen the opening up of the service industry and accurately position the specific path for the development of service trade;continue to enhance digital transformation empowerment and accelerate the high-quality development of service trade;strengthen the theoretical research on the empowerment of common prosperity through trade in services,and dynamically improve the top-level institutional design and policy implementation.
