高质量发展背景下四川黄河流域生态治理路径研究

摘　　要：四川黄河流域是全流域重要生态屏障和“中华水塔”的重要组成部分,其在全流域生态治理中具有举足轻重的作用。立足四川黄河流域生态治理的重要性与特殊性,系统分析了当前四川黄河流域生态治理面临的生态保护与经济发展、生态治理与资金投入、生态治理与科技支撑、部门与区域协同等方面的困境,并在借鉴黄河流域其他地区生态保护和高质量发展经验的基础上,提出四川黄河流域生态治理应走与文化研究、民生发展、绿色产业发展、生态文明制度建设、生态意识培育等相结合的路径。As an important part of ecological barrier of the Yellow River Basin and the“Water Tower of China”,ecological management of the Yellow River Basin in Sichuan Province plays an important role.Based on the importance and particularity of ecological governance for the Yellow River Basin in Sichuan Province,this paper systematically analyzed the contradictions between ecological protection and economic de⁃velopment,ecological governance and capital investment,ecological governance and scientific and technological support,as well as the con⁃tradictions between departments and regions.Based on the experience of ecological protection and high⁃quality development in the Yellow River Basin,it is suggested that the ecological governance for the Yellow River Basin in Sichuan should be combined with cultural research,people's livelihood development,green industry development,the construction of ecological civilization system and the cultivation of ecologi⁃cal consciousness.
