煤炭资源型城市经济韧性评估与障碍因素分析

摘　　要：科学认知煤炭资源型城市经济韧性水平和探索其障碍因素,是推动煤炭资源型城市经济韧性协调发展的迫切需要。从恢复力、抵抗力、创新发展力3个方面建立了煤炭资源型城市经济韧性评估体系,采用直觉模糊集TOPSIS的评估模型和障碍度模型,研究了山西省六大煤炭资源型城市经济韧性水平等级及障碍因素。研究结果表明:(1)煤炭资源型城市经济韧性水平为“良”的有大同、朔州、吕梁等市,而长治、晋城、晋中等市的经济韧性水平为“中”;相对经济韧性水平高低为大同市>朔州市>吕梁市>晋中市>长治市>晋城市。(2)制约各煤炭资源型城市经济韧性的关键因素具有差异化,但污水处理厂集中处理率、人均可支配收入、公共财政收入和细颗粒物年平均浓度是影响经济韧性提升的主要障碍因素。Scientific understanding of the economic resilience level of coal resource-based cities and exploring their obstacle factors is an urgent need to promote the coordinated development of economic resilience in coal resource-based cities.The economic resilience evaluation system of resource-based cities is established from three aspects:resilience,resistance and innovation development.The evaluation model and obstacle degree model of intuitionistic fuzzy set TOPSIS are used to study the economic resilience level and obstacle factors of six coal resource-based cities in Shanxi Province.The research results show that:①the economic resilience level of coal resource-based cities is“good”in Datong,Shuozhou,Lvliang and other cities,while the economic resilience level of cities such as Changzhi,Jincheng and Jinzhong is“medium”.The relative level of economic resilience is Datong>Shuozhou>Lvliang>Jinzhong>Changzhi>Jincheng.②The key factors that constrain the economic resilience of coal resource-based cities vary,but the centralized treatment rate of sewage treatment plants,per capita disposable income,public financial income and annual average concentration of fine particulate matter are the main obstacles to the improvement of economic resilience.
