交通强国背景下综合交通一体化融合发展的理论框架

摘　　要：我国综合交通运输已进入新的发展阶段,社会经济“先行官”地位更加突出,也更加注重由追求速度规模向追求质量效益转变,由各种交通方式相对独立发展向注重一体化融合发展转变,迫切需要系统性的理论与方法指导。立足习近平新时代中国特色社会主义思想,研究提出现代综合交通一体化融合发展的内涵和理论需求。构建了由基础理论、应用基础理论和关键共性技术形成的综合交通一体化融合发展理论架构,涵盖综合交通运输“中国模式”本源理论、综合立体交通网“四维”规划理论、综合运输网链式服务组织理论、韧性综合交通系统协同治理理论以及综合交通数据深度集成与整体态势智能推演技术等五大理论方向,并给出了各理论方向的重点研究内容。研究成果有助于加快建立和完善中国特色的综合交通基础理论和应用理论体系。The comprehensive transport in China has entered a new stage of development,with a more prominent status as a"pioneer"in the social economy.More emphasis has been placed on shifting from the pursuit of speed and scale to the pursuit of quality and efficiency,and from the relatively independent development of various transportation modes to the emphasis on integrated development.Systematic theoretical and methodological guidance is urgently needed.Based on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,this paper put forward the connotation and theoretical requirements of the integrative development of modern comprehensive transport.A theoretical framework for the integrative development of transportation formed by fundamental theories,applied fundamental theories,and generic key technologies was established.Five main theory areas,including the original theory of the"China model"of integrated transportation,the"four-dimensional"planning theory of the comprehensive transportation network,the service organization theory based on travel chain,the collaborative governance theory of resilient comprehensive transport,and in-depth integration of comprehensive traffic data and intelligence deduction technology,were discussed in detail by giving the key research contents of each area.The research results are expected to help to accelerate the establishment and improvement of the fundamental theory and applied theory system of comprehensive transport with Chinese characteristics.
