摘　　要：[目的]分析2009-2019年广州市基层卫生资源配置公平性,为优化基层卫生资源合理布局提供参考。[方法]基于2009-2019年广州市基层卫生资源配置数据,运用基尼系数、洛伦兹曲线和泰尔指数等方法进行公平性评价。[结果]2009-2019年广州市基层卫生机构的卫生技术人员数、卫生机构数、固定资产的年均增长率均不低于3.19%,人口基尼系数均值分别是0.221、0.228、0.363,面积基尼系数均值分别是0.531、0.660、0.451,泰尔指数均值分别为0.082、0.088、0.222,区内贡献率均超50.00%。[结论]2009-2019年广州市基层卫生资源全市总量增长,各区配置悬殊,以人口分布配置相对公平,优于按面积分布配置,尤以区内差异对公平性影响最为显著。建议充分发挥政府主导作用,因地制宜实施差异发展,加大对落后地区的帮扶建设。Objective To analyze the equity of primary health resources allocation in Guangzhou from 2009 to 2019,so as to provide references for optimizing the rational distribution of primary health resources.Methods Based on the data of primary health resource allocation in Guangzhou from 2009 to 2019,the equity was evaluated by Gini coefficient,Lorenz curve and Theil index.Results From 2009 to 2019,the average annual growth rate of the number of health technicians,the number of health institutions and fixed assets in Guangzhou primary health institutions was no less than 3.19%,and the average Gini coefficients of the population were 0.221,0.228 and 0.363 respectively.The average Gini coefficients of the area were 0.531,0.660 and 0.451 respectively.The average Theil index was 0.082,0.088 and 0.222 respectively.The regional contribution rate was all over 50.00%.Conclusions From 2009 to 2019,the total amount of primary health resources in Guangzhou increased,but the allocation of all districts is very different.The allocation of distribution by population is relatively fair,which is better than that by area distribution.Especially the difference within the region has the most significant impact on the equity.It is suggested to give full play to the leading role of the government,implement differentiated development according to local conditions,and increase the assistance of construction for backward areas.
