在稳规模优结构中确保我国外贸国际竞争优势

摘　　要：当前,国际政治经济格局加速演进,国际贸易和投资受国际大环境变化的影响,呈现出欧美经济需求不足、订单减少,贸易保护主义和逆全球化思潮上升阻碍贸易发展,美联储激进的加息政策对外汇市场和交易结算造成冲击和破坏,全球产业链、供应链面临新的调整重构等新的变化特点。我国外贸发展要重点防范我国市场份额在欧美市场逐步回落、对外贸易顺差增长过快以及我同欧美经济逐步“脱钩”等风险,妥善处理好扩大进口、“卡脖子”技术、产能向外转移等问题。同时,全面提升企业开拓市场能力,巩固加强对欧美市场的开拓工作,深耕东南亚市场,努力开拓和提升同“一带一路”沿线国家的贸易,不断提升我国企业出口产品的竞争力,继续加大支持外贸发展的政策力度,做好外贸稳规模优结构的工作,确保我国外贸国际竞争优势。At present,the international political and economic landscape is undergoing rapid changes and international trade and investment are influenced by global environment shifts.There is a shortfall in Western economic demand leading to reduced orders in both Europe and the United States,a rise in trade protectionism anti-globalization ideology hindering trade growth,and the aggressive interest rate hike policy of the Federal Reserve causing impact and damage to the foreign exchange market and transaction settlement.The global industrial chain and supply chain are facing new changes,such as new adjustments and restructuring.The development of China's foreign trade should focus on preventing the gradual decline of China's market share in the European and American markets,the excessive growth of foreign trade surplus,and the gradual"decoupling"of China from the European and American economies.It is also vital to properly handle issues related to increasing imports,"bottleneck"technology,and the outward transfer of production capacity.At the same time,comprehensively improve enterprises’capabilities to expand the market,consolidate and strengthen the development of the European and American markets,deeply cultivate the Southeast Asian market,strive to develop and enhance the trade with countries along the"Belt and Road"initiative,constantly improve the competitiveness of Chinese enterprises'export products,continue to reinforce the policy support for foreign trade development,and ensure a steady scale and excellent structure of foreign trade,to preserve China’s international competitive advantage in foreign trade.
