制度创新促进自贸试验区提升若干思考——基于结构—行动—绩效模型的分析

摘　　要：基于“结构—行动—绩效”模型分析,发现自贸试验区制度创新中存在改革自主权等结构约束以及若干行动性困境,如“碎片化”改革趋多而集成性系统性改革趋少,同质化重复化改革趋多而原创性精准性改革趋少,“小修小补”式改革趋多而重大突破性改革趋少,改革方案及规划趋多而落地性操作性改革趋少等,提出以设立高能级的制度创新行动主体、强化“谁的事权谁大胆闯大胆试”的权责对应、突出“市场侧”获得感的制度创新等举措,理顺各行动主体间和制度间关系;以分层次地开展自贸试验区制度创新、高标准开展制度创新、拓展制度创新的试验场景等举措,系统开展释放更多制度创新红利的制度行动,推动实施自贸实验区提升战略。Based on the"Structure-Action-Performance"model,this paper focuses on analyzing the structural constraints such as reform autonomy,existing in the institutional innovation of the pilot free trade zone,as well as the"six more and six less"action dilemma,such as the tendency of more"fragmented"reforms but less integrated and systematic reforms,more homogeneous and repetitive reforms but less original and precise reforms,more"small fixes"reforms but less major breakthrough reforms,and more grand reform schemes and plans but less practical actionable reforms.The paper proposed to set up a high level of institutional innovation action subjects,strengthen the"whoever has the power should dare to innovate and experiment"corresponding powers and responsibilities,highlighting the"market side"of the sense of institutional innovation,and other measures to straighten out the relationship between various action subjects and institutions;to carry out institutional innovation in the pilot free trade zone at different levels,carry out institutional innovation with high standards,expand the experimental scenarios of institutional innovation and other measures,systematically carry out institutional actions to release more benefits of institutional innovation,and promote the strategic upgrading of the pilot free trade zones.
