自贸试验区数字贸易高质量发展推进策略

摘　　要：自贸试验区作为我国制度创新的“试验田”和对外开放的“新高地”,在制度创新、充分发挥系统集成优势、优化营商环境方面,可以为数字贸易发展提供有力的制度支撑。上海、北京等自贸试验区出台众多数字贸易政策措施并取得显著成效,具备了良好的数字贸易发展基础。数字贸易通过扩大市场准入、创新驱动、优化产业结构、深化国际合作、制度改革与政策创新,可以有效助推实施自贸试验区提升战略,实现更高水平的开放。基于当前自贸试验区数字贸易发展中存在的数据价值发挥不充分、知识产权规则尚未完善、市场准入仍存在较大提升空间等问题,应循序探索合理的数据流动模式、完善知识产权相关规则、加快数字贸易服务平台建设、推进负面清单制度改革、提升数字人才素养、完善数字贸易统计测度标准、激发数字贸易创新活力,促进自贸试验区数字贸易高质量发展。As China's"experimental field"for institutional innovation and"new highland"for opening up,the pilot free trade zones can provide strong institutional support for the development of digital trade in terms of institutional innovation,giving full play to the advantages of system integration,and optimizing the business environment.Shanghai,Beijing and other pilot free trade zones have introduced many digital trade policies and measures and achieved remarkable results,which has a good foundation for the development of digital trade.By expanding market access,innovation-driven,optimizing industrial structure,deepening international cooperation,institutional reform and policy innovation,digital trade can effectively promote the implementation of the upgrading strategy of pilot free trade zones and achieve a higher level of opening up.Based on the existing problems in the development of digital trade in the current free trade pilot zone,such as insufficient use of data value,imperfect intellectual property rules,and large room for improvement in market access,it is necessary to explore reasonable data flow modes,improve rules related to intellectual property rights,accelerate the construction of digital trade service platforms,promote the reform of the negative list system,improve the literacy of digital talents,improve the measurement standards of digital trade statistics,stimulate the innovation vitality of digital trade,and promote the high-quality development of digital trade in pilot free trade zones.
