自贸试验区制度创新如何赋能海洋产业发展——以山东为例

摘　　要：海洋是增强经济发展活力的重要源泉和高质量发展的战略要地。山东自贸试验区依托区位优势,发展海洋特色产业,围绕贸易自由化便利化不断进行制度创新取得了不小成绩。然而,相对薄弱的海洋产业基础抑制自贸试验区制度创新所能发挥的倍增效应,制度创新尚未有力提升海洋科技创新能力、有效促进海洋产业低碳绿色发展、有力促进陆海产业联动发展。制度创新在促进海洋产业结构转型升级、海洋科技创新和成果转化、优化营商环境、加快重点项目建设步伐、促进口岸功能完善以及加强环境保护与资源养护等方面具有重要作用。要进一步推动海洋产业提质增效,完善海洋科技创新生态链,促进海洋资源高效利用和保护,推进陆海统筹一体化发展,通过自贸试验区制度创新赋能海洋产业高质量发展。The ocean is an important source of vitality for economic development and a strategic location for high-quality development.Shandong Pilot Free Trade Zone relies on its location advantages to develop marine characteristic industries and has made great achievements in continuous institutional innovation around trade liberalization and facilitation.However,the relatively weak marine industrial base inhibits the multiplier effect of institutional innovation in the pilot free trade zone,and institutional innovation has not yet effectively promoted the innovation capacity of marine science and technology,effectively promoted the low-carbon and green development of the marine industry,and effectively promoted the joint development of land and sea industries.Institutional innovation plays an important role in promoting the transformation and upgrading of marine industrial structure,marine science and technology innovation and achievement transformation,optimizing the business environment,accelerating the construction of key projects,promoting the improvement of port functions,and strengthening environmental protection and resource conservation.It is necessary to further promote the quality and efficiency of the marine industry,improve the ecological chain of marine science and technology innovation,promote the efficient use and protection of marine resources,promote the integrated development of land and sea,and enable the high-quality development of the marine industry through institutional innovation in pilot free trade zones.
