摘　　要：当前,实现碳达峰目标正处于攻坚期、窗口期。数字化浪潮下,以大数据、云计算为代表的数字技术深层次嵌入国家公共治理全局,形塑了基于数据、面向数据并经由数据的数据治理逻辑。基于碳达峰面临碳治理主体区隔、碳数据质量不高、碳应用停滞不前等系列挑战,必须革新传统治理逻辑和机制体系,数据治理逻辑在实现碳达峰目标任务中的价值因而得以证成。数据治理逻辑革新了“治理主体+治理对象+治理方式”的传统范式,深度嵌入了碳达峰治理图景中赋能碳数据获取、管理和应用的全流程、全链条,形成了“政府—市场—社会”三维联动、三方驱动的碳达峰治理架构。须处理好政府管理、市场配置和社会自治的协同嵌套关系,合理界定并充分发挥各主体在实现碳达峰中的独特作用,通过建设有为政府推进数字化碳治理方式,通过维护有效市场形塑数字化碳交易模式,通过打造活力社会发展数字化碳普惠机制,以此构筑交织多元、公私有序的碳行动数智体系,赋能实现碳达峰战略目标。At present,the realization of the target of carbon peak is in a difficult period and a window period.Under the wave of digitalization,digital technologies represented by big data and cloud computing are deeply embedded in the overall situation of national public governance,shaping the data governance logic based on,oriented toward,and processed through data.Given the challenges faced in achieving peak carbon emissions,such as the segregation of carbon governance entities,the poor quality of carbon data,and the stagnation of carbon applications,there is an imperative need to innovate traditional governance logics and mechanisms,and the value of data governance logic in realizing peak carbon goals has been affirmed.Data governance logic has innovated the traditional paradigm of"governance subject+governance object+governance mode",deeply embedded the whole process and chain of enabling carbon data acquisition,management and application in the carbon peak governance landscape,and formed a"Government-Market-Society"three-dimensional linkage and three-party driven carbon peak governance architecture.It is necessary to properly handle the synergistic and nested relationship between government management,market allocation and social autonomy,rationally define and give full play to the unique role of each entity in achieving carbon peak,promote digital carbon governance for the government by building digital carbon trading modes by maintaining effective markets,and develop digital carbon inclusive mechanisms for dynamic society.In this way,an interwoven and diversified,public-private and orderly carbon action data intelligence system can be built to achieve the strategic goal of carbon peak.
