近代日本的“亚洲主义”政策与《中日陆军共同防敌军事协定》

摘　　要：近代日本为避免开罪于欧美列强,一直遵循着“协调主义”路线,未曾公然在其政策中使用“亚洲主义”之类的敏感措辞,但其对抗欧美的思想意识却是客观存在的,“协调主义”路线的存在并不能成为否定“亚洲主义”政策化的依据。通过考察可以发现,1918年《中日陆军共同防敌军事协定》正是其政策化的体现该协定的立案与决策没有按照“票议制”与“文书轮转制”的惯例进行,而是在田中义一的主导下完成的,其中富含着田中等人的“亚洲主义”思想与总体战构想,带有浓厚的欺骗性与侵略性。In order to avoid conflict with the Western Powers,Japanese government was taking"Harmonious Principle"as their foreign policy direction and claimed that they never adopted"Asianism Policy"in the past.However,it doesn't mean that the thoughts of"Anti-West"never existed at that time.The"Harmonious Principle"was not a negative argument for the policy of"Asianism"actually.By the study,we can ascertain a fact that"Sino-Japanese Military Agreement"in 1918 was a policy of"Asianism"which was decided by Gichi Tanaka(Vice Minister of the Headquarters of the General Staff in 1918).It was a definitely aggressive deceiful policy which was full of"Asianism thoughts and"Total War"plans of Tanaka.
