构建卫生应急指导管理体系的探索与实践

摘　　要：北京市以重大传染病疫情防控为契机,初步构建了以制度建设为根本、内涵建设为核心、项目建设为抓手的首都公共卫生应急管理体系。本研究提出北京市卫生应急管理体系可由分析预警管理、应急指导管理和应急处置管理等三大分支体系作为重点支撑的设想,并通过优先对应急指导管理体系进行重点要素提取,构建一级、二级评估指标,从理论和实践两个层面,进一步深化体系原理、构建原则、构建方式、实务运作和问题对策后,助力分析预警管理体系和应急处置管理体系的构建与完善,力争覆盖应急管理体系中预案、体制、机制和法制的“一案三制”所涉及的全部要素,实现横纵推进,架构成网状,相互印证,为卫生应急管理体系的不断优化奠定坚实的基础。Taking the prevention and control of major infectious diseases as an opportunity,Beijing has preliminarily established a capital public health emergency management system with institutional construction as the foundation,connotation construction as the core,and project construction as the focus.This study proposes the idea that the Beijing health em ergency management system can be s upported by three m ajor branch systems:analysis and early warning management,emergency guidance management,and emergency response management.By prioritizing the extraction of key elements from the emergency guidance management system,the first and second-level evaluation indicators are established.From both theoretical and practical aspects,the system principles,construction principles,construction methods,practical operations,and problem-solving measures are further deepened,assisting in the construction and improvement of the analysis and early warning management system and emergency response management system,striving to cover all elements involved in the"one plan,three systems"of contingency plans,systems,mechanisms,and legal systems in the emergency management system,in order to achieve horizontal and vertical promotion with a network structure that confirms each other,laying a solid foundation for the continuous optimization of the health emergency management system.
