摘　　要：上海轨道交通在高速发展的同时应向高质量发展转型,对于大修更新改造前期策划与报批工作而言,只有在网络级改造的规模下落实精细化管理,才能提高上海轨道交通发展水平。介绍了上海轨道交通大修更新改造现行机制的背景情况,分析了路网设施设备大修改造工作的发展趋势与面临的挑战,并从项目需求梳理、项目方案研究、项目报批、项目评审等管理阶段入手,识别存在的问题,提出了解决措施与建议。Shanghai rail transit should transform into high-quality development while developing at high speed.Regarding to the planning and submission management for government approval of rail transit rehabilitation projects,it is necessary to implement refined management on the network-level scale to improve the development level of Shanghai rail transit.The background of the current rehabilitation mechanism of Shanghai rail transit projects is introduced.The development trend and challenges faced by the rehabilitation works of facilities and equipment within the rail transit network are analyzed.The existing problems in the management stages of project demand sorting,proposal study,project submission and approval,and project evaluation are identified.The relative solutions and suggestions are also proposed.
