市县国土空间总体规划编制实践与思考——以江苏省为例

摘　　要：文章以江苏省内市县级国土空间总体规划编制实践为基础,对2020年以来三年多的工作推进和形成的主要成果及存在的问题进行了系统归纳,总结了市县级国土空间规划在区域经济发展、建设用地节约集约利用、城镇开发边界外规划用地指引等方面存在的问题。在此基础上,提出了市县级国土空间总体规划重点强化县域经济快速发展的内容,严格落实保护耕地和永久基本农田的管控措施,不断提高存量土地利用效率的多种途径,提出完善城镇开发边界外相关规划指引的实现路径。Based on the practice of compiling the city-county level territorial spatial planning in in Jiangsu Province,the paper systematically summarizes the main achievements and the existing problems that have been promoted and formed in the past three years,and summarizes the problems that exist in the regional economic development,conservation and intensive utilization of construction land,and guidance for planning land utilization outside the urban development boundary in the city-county level territorial spatial planning.On this basis,the paper proposes that the focus of the county-level territorial spatial planning should strengthen the contents of the rapid development of county-level economy,strictly implement control measures to protect arable land and permanent basic farmland,and continuously improve the efficiency of stock land utilization.The paper also proposes the implementation path for improving relevant planning guidelines outside the urban development boundary.
