摘 要:有效评价塔台管制员的胜任力,可针对性地开展训练,提升塔台管制员的综合能力。本文通过工作分析、文献归纳初步获取塔台管制员胜任力指标,基于德尔菲法筛选出25项指标,进而运用因子分析法建立塔台管制员胜任力指标体系。使用三角模糊数的最优最劣法(ZBWM)确定指标权重,用集对分析的五元联系数法构建塔台管制员胜任力模型。通过实证分析,3位塔台管制员的胜任力等级与绩效考核结果一致。结果表明该评价模型可有效评价塔台管制员的胜任力,具有一定的实用性。Effectively evaluating the competency of tower controllers can help conduct targeted training to enhance the comprehensive ability of tower controllers.Based on the job analysis method and a systematic literature review,the competency indicators of tower controller are initially obtained.In the screening of the competency indicators,the Delphi method is used and 25 indicators are selected.Then the competency indicator system of tower controller is developed by factor analysis.The Best-Worst-Method based on triangular fuzzy number(ZBWM)is employed to calculate the indicator weights,and the competency model of tower controller is established by the five-element connection number of set pair analysis.The empirical analysis shows that the competency level obtained by the model of 3 tower controllers is consistent with the performance appraisal results.The results show that the evaluation model can effectively evaluate the competency of tower controllers and has certain practicability.
