基于国土空间规划的涉县山地小城镇资源环境承载力评价——以西达镇与关防乡为例

摘  要:小城镇作为中国经济转型发展最基本的单元以及市县级国土空间规划的纽带,迫切需要进行资源环境承载力评价及理论支撑。文章以邯郸涉县西达、关防乡镇2007—2018年资源环境数据为基础,依据“压力-状态-响应”(PSR)模型,构建承载力综合指标体系,采用“层次分析(AHP)-熵权-优劣解距离法(TOPSIS)”模型进行承载力评价,并给出承载力提升策略。研究表明:该地区承载力2016年后严重降低。耕地被破坏与工业生产是承载力下降的主要原因,需从规划层面进行深层次治理,其结果可为山地小城镇承载力评价提供思路借鉴。As the most basic unit of China's economic transformation and development and the link of city and county-level territorial space planning,small towns urgently need to carry out resource and environmental carrying capacity evaluation and theoretical support.Based on the resource and environmental data of Xida and Guanfang townships in Handan County from 2007 to 2018,this paper constructs a comprehensive index system of carrying capacity based on the"pressure-state-response"(PSR)model.The TOPSIS model is used to evaluate the bearing capacity and give a bearing capacity improvement strategy.The research shows that the carrying capacity of the region has been seriously reduced since 2016,and the destruction of the arable land and industrial production are the main reasons for the decline of the carrying capacity.The results can provide ideas for reference for the evaluation of the carrying capacity of small mountain towns.
