摘 要:本文运用文献资料、专家访谈等方法,深入探究大数据赋能政府购买全民健身公共服务绩效精准管理的动因识别、问题清单及实施策略。研究认为:大数据赋能政府购买全民健身公共服务绩效精准管理的应有之义是践行以人民为中心的发展思想、必然选择是系统整合政府购买服务绩效信息、有效途径是驱动多元主体参与政府购买服务绩效评估、实践要求实时对政府购买服务进行绩效激励与问责。但同时也面临大数据相关要素支撑政府购买服务能力羸弱、大数据赋能政府购买服务存在道德风险隐患、政府购买服务绩效数据整合缺乏、政府购买服务绩效管理制度不健全等问题清单。据此提出实施策略:增强大数据要素支撑能力赋能政府购买服务绩效管理,构建“预测性、实时性与回溯性”政府购买服务绩效评估模式,有效整合政府购买服务绩效管理信息,完善政府购买服务绩效管理制度。We utilized literature review,expert interviews,and other research methods to delve into the motivations,problem checklist,and implementation strategies of precise performance management of government procurement for public fitness services empowered by big data.The study arrived at the conclusion that it is essential for big data to empower the government's procurement of public fitness services in order to implement a people-centered development ideology.The systematic integration of performance information in government procurement services is a necessary choice,and driving diverse stakeholders'participation in performance evaluation is an effective approach.Furthermore,it is imperative to provide real-time performance incentives and accountability for government procurement services.However,several challenges are identified,including weak support for government procurement services due to the lack of big data-related elements,potential ethical risks associated with big data empowerment,lack of integration in performance data,and incomplete management systems for government procurement services.In light of these findings,the fllowing implementation strategies are proposed:strengthening the support capabilities of big data elements for government procurement performance management,establishing a predictive,real-time,and retrospective evaluation model for government procurement performance,integrating government procurement performance management information effectively,and improving the management system for government procurement services performance.
