新型政商关系能提升民营企业劳动收入份额吗?

摘　　要：中国式现代化是全体人民共同富裕的现代化。本文基于城市政商关系指数,实证分析新型政商关系对民营企业劳动收入份额的影响。结果发现,新型政商关系有助于提升民营企业劳动收入份额。上述影响主要表现在企业面临外部环境不确定性程度较高时,以及未建立政治关联的企业。从影响机制看,新型政商关系主要通过缓解企业融资约束、促进劳动力结构升级、降低市场垄断以及保障劳动者权益等路径对劳动收入份额产生积极影响。而新型政商关系对资本报酬和资本支出的影响分析,分别排除了“工资侵蚀利润”和“劳动挤出资本”的替代性解释。本文从厘清政府与企业的边界、构建“亲清”新型政商关系的视角,为促进民营企业实现经营效率与分配公平的统一、在高质量发展中实现共同富裕提供了经验证据和现实路径。Chinese modernization is a modernization that aims to achieve common prosperity for all people.Based on the urban government-business relationship index,this paper empirically analyzes the impact of the new government-business relationship on the labor income share of private enterprises.The results show that the new government-business relationship helps to increase the labor income share of private enterprises.The above results are mainly observed in enterprises that face a high degree of uncertainty in the external environment,as well as enterprises that have not established political connections.In terms of the impact mechanism,the new government-business relationship has a positive impact on labor income share mainly through alleviating corporate financing constraints,promoting labor structure upgrading,reducing market monopoly,and protecting labor rights.Additionally,the analysis of the impact of the new government-business relationship on capital remuneration and capital expenditure excludes the alternative explanations of“erosion of profit by wage”and“crowding-out effect of labor on capital”respectively.From the perspective of clarifying the boundary between the government and enterprises,and constructing a new“close and clear”government-business relationship,this paper provides empirical evidence and a realistic path to promote the coordination of operational efficiency and fair distribution among private enterprises,so as to achieve common prosperity in high-quality development.
