摘 要:随着配电系统分布式资源的高比例、大规模接入,为保障配电网的承载能力和提升各类型资源的资产利用效率,提出一种考虑多主体利益的配电网规划方法。该方法构建可开放容量计算模型,评估分布式资源并网与线路扩容条件下配电网格内剩余可开放容量大小和配置资源所需的建设成本。并将可开放容量计算模型根据Benders算法嵌入资产效率优化模型中,优化模型的整数变量可规划扩容线路和储能的位置与容量类型,非整数变量可确定光伏接入容量及储能运行情况。以网格剩余可开放容量满足未来5年负荷增长需求为限制,将光伏、储能及线路扩容总成本规定为目标函数,实现总体资源的资产利用效率最大化。同时,该优化模型为储能制定了优化运行策略,可最大程度提升储能运行收益,解决了规划结果的运行策略需求,满足实际要求。最后,利用某城区配电网网格为算例进行仿真,验证了该方法在评估资产利用效率方面的合理性以及优化结果的有效性。With the high proportion and large-scale access of distributed resources in distribution system,in order to ensure the carrying capacity of distribution network and improve the asset utilization efficiency of various types of resources,a distribution network planning method considering the interests of multiple subjects is proposed.This method constructs an available capacity calculation model to evaluate the remaining available capacity in the distribution grid and the construction cost required to configure resources under the conditions of distributed resource grid connection and line expansion.The available capacity calculation model is embedded into the asset efficiency optimization model according to the Benders algorithm.The integer variables of the optimization model can plan the location and capacity type of the expansion line and energy storage,and the non-integer variables can determine the photovoltaic access capacity and energy storage operation.The remaining available capacity of the grid is limited to meet the load growth demand in the next five years,and the total cost of photovoltaic,energy storage and line expansion is set as the objective function to maximize the asset utilization efficiency of the overall resources.At the same time,the optimization model formulates the optimal operation strategy for energy storage,which can maximize the operation benefit of energy storage,solve the operation strategy requirement of planning results and meet the actual requirements.Finally,this study uses an urban distribution network grid as an example for simulation,verifying the rationality of the method in evaluating asset utilization efficiency and the effectiveness of the optimization results.
