“双控”视角下高校实验室安全管理存在问题与优化对策

摘　　要：实验室安全管理是高校“双控”(即指风险分级管控和隐患排查治理)机制建设内容的重要组成部分,也是高校“双控”机制建设中的难点和痛点。在高校“双控”机制建设实践中,针对实验室安全管理存在的组织领导与安全责任体系建设、安全教育管理、实验室危险源登记与管理、危险化学品管理及使用、消防安全五个方面存在的安全隐患提出整改措施,从而保障实验室安全管理和“双控”机制建设有效运行。Laboratory safety management is an important part of the mechanism construction of“double control”(that is,risk hierarchical control and hidden danger investigation and management)in colleges and universities,and it is also a diff icult and painful point in the construction of“double control”mechanism in colleges and universities.In the practice of“double control”mechanism construction in colleges and universities,rectif ication measures are proposed for the safety risks existing in the f ive aspects of laboratory safety management,namely,organization leadership and safety responsibility system construction,safety education management,laboratory hazard registration and management,hazardous chemicals management and use,and f ire safety,so as to ensure the effective operation of laboratory safety management and“double control”mechanism construction.
