摘  要:战略性新兴产业高质量发展关乎当前乃至未来中国把握新一轮发展机遇、引领新科技革命和产业革命浪潮的重大战略决策。为此,本文将投入导向SBM方向性距离函数与Luenberger生产率指数相结合,实现对战略性新兴产业GTFP的科学测度,进一步借助Luenberger生产率指数在多层次分解上的优势,探究GTFP增长的要素源泉;采用随机核密度方法,揭示其动态演化规律。研究发现:(1)2003—2016年,中国战略性新兴产业GTFP累积增长率为29.28%,效率改善和技术进步累积增长率分别达到8.48%、20.8%;通过将政策支持后与政策支持前相比较,战略性新兴产业GTFP实现0.22%的增长,其增长主要来源于技术进步的推动,而效率改善存在明显恶化。(2)全要素劳动生产率、全要素能源生产率及全要素资本生产率依次成为战略性新兴产业GTFP增长的主要成因,要素贡献度分别为59.44%、23.75%、16.81%。(3)战略性新兴产业GTFP的分布形态呈现典型的“多峰”特征;政策支持后,高增速水平GTFP存在下滑风险。综上分析,本文认为当前乃至未来一段时期,在战略性新兴产业发展过程中,要进一步强化要素资源合理配置、提高要素生产率水平,也需要通过企业技术创新和管理方式优化,激发战略性新兴产业发展潜力。The high-quality development of strategic emerging industries is a major strategic decision for China to seize the new round of development opportunities and lead the wave of new technological and industrial revolutions at present and even in the future.To this end,this paper combines the input-oriented SBM directional distance function with the Luenberger productivity index to realize the scientific measurement of GTFP in strategic emerging industries,and further explores the factor sources of GTFP growth with the advantage of the Luenberger productivity index in multi-level decomposition;adopts the stochastic kernel density method to reveal its dynamic evolution law.Research Findings:(1) From 2003 to 2016,the cumulative growth rate of GTFP in China's strategic emerging industries was 29.28%,and the cumulative growth rates of efficiency improvement and technological progress reached 8.48% and 20.8% respectively;by comparing the post-policy support with the pre-policy support,strategic emerging industries GTFP achieved a growth of 0.22%,mainly due to the promotion of technological progress,while the efficiency improvement has deteriorated significantly.(2) Total factor labor productivity,total factor energy productivity and total factor capital productivity are the main causes of GTFP growth in strategic emerging industries,with factor contributions of 59.44%,23.75% and 16.81% respectively.(3) The distribution pattern of GTFP in strategic emerging industries shows a typical "multi-peak" feature;after policy support,there is a risk of decline in GTFP at high growth rate.In summary,this paper argues that in the current and even future period,in the process of developing strategic emerging industries,it is necessary to further strengthen the rational allocation of factor resources to improve factor productivity levels,and it is also necessary to stimulate the development potential of strategic emerging industries through the optimization of enterprise technological innovation and management methods.
