“合作应对”何以替代“上下共谋”——对春镇基层政策执行的过程追踪  

How Does Cooperation Replace Collusion:A Process Tracing Analysis on the Grassroots Policy Implementation in Chun Town

摘　　要：在以问责权为主导的纵向政府治理体系中,控制权的向上收束压缩了基层政府间“上下共谋”现象的产生空间。那么,基层政府又将如何应对上级检查,掩护政策过程中的执行波动?研究发现,因公共建设项目在基层广泛推行附带了经济利益和社会福利,部分基层政府选择与社会公众“合作应对”上级的政策验收。在春镇案例中,尽管“入户”帮扶政策被有限执行,但仍然出现了村民与基层政府“合作应对”的现象。本文揭示了“合作应对”的产生机制:(1)纵向政府间的控制权变化;(2)基层政府的执行波动和选择性执行;(3)基于财政资源再分配体系的干群利益共同体,同时提示了对社会群体的分析不应仅局限于“国家与社会关系”,而是需要进一步讨论其在“中央与地方关系”中的能动影响。In the current vertical government governance institution dominated by accountability,the upward centralization of control has narrowed the window of collusive behavior.Then what are the coping mechanisms that grassroots gov⁃ernments will use to replace collusion?The study found that,because of the eco⁃nomic benefits and social welfare associated with the widespread implementation of public construction projects at the grassroots level,the public chose to“coop⁃erate”with the grassroots government in dealing with inspections and acceptanc⁃es from higher-levels governments.In the case of Chun Town,although poverty alleviation policies to increase the income of poor households were implemented to a limited degree,cooperation between the public and the grassroots govern⁃ment still emerged.This paper reveals the generation mechanisms of such cooper⁃ation:(1)the change of control in vertical governments;(2)the fluctuation of imple⁃mentation and selective implementation of the grassroots governments;(3)the for⁃mation of interests community among the local cadres and villagers due to redis⁃tribution system of fiscal resources.It implies that the analysis of the social groups should not be limited to the framework of state and society,and the aca⁃demia are supposed to conduct further discussion on the agency in the relation between the central and the local.
