自然资源资产所有权管理机制存在的问题及建议

摘　　要：自然资源是区域可持续发展的重要支撑,自然资源调查工作有利于落实全面履行全民所有自然资源资产产权人职责。根据国家、地方相关工作要求并结合贵州省的工作经验,指出了自然资源目前存在的权利主体及用益物权不明确、资源管理中产权边界划定缺乏标准、保护地管理职责模糊等问题,并针对当前问题提出完善自然资源资产所有权委托代理机制的可行性建议。研究成果有利于形成归属清晰、权责明确、监管有效的产权制度,促进自然资源资产所有权委托代理机制的完善,进一步助力生态文明建设。Natural resources are an important support for regional sustainable development,and natural resource survey work is conducive to fully fulfilling the responsibilities of property owners of all natural resource assets owned by the people.According to the relevant national and local work requirements and in combination with the work experience of Guizhou Province,this paper points out the problems existing in natural resources,such as the unclear subject of rights and usufruct,the lack of standards for the delimitation of property rights boundaries in resource management,and the vague management responsibilities of protected areas,and puts forward feasible suggestions for improving the principal-agent mechanism of natural resource asset ownership.The research results are conducive to forming a property rights system with clear ownership,clear rights and responsibilities,and effective supervision,promoting the improvement of the entrusted agency mechanism for natural resource asset ownership,and further assisting in the construction of ecological civilization.
