摘　　要：随着“一带一路”倡议的推进,我国建筑企业频繁参与国外工程竞争。按照国际通行规则确定工程造价是确保工程投标成功的必要条件之一。工程造价中的措施费因不易准确计量计价,是确定工程造价的难点,也是工程结算争议多发的关键点。在国外工程招标投标竞争中,按照国际通行规则确定的措施费有助于我国建筑企业成功竞标,保证后期工程价款顺利结算。文章梳理了国内措施费的提出、历次修订情况和现状,介绍了国外经典措施费的情况;在对比分析国内外措施费的定义、内容、计算与调整方法等方面的基础上,提出了我国的工程造价措施费应结合工程实际情况进行调整,明确了措施费为服务工程整体实施的技术、经济、管理措施所产生的费用,计算方法应按固定总价计算等多项改进建议,确定了下一步协调修订建筑安装工程费用组成和各专业估算、概算编制办法中的措施费的工作方向。With the promotion of the"the Belt and Road"initiative,China's construction enterprises have participated in the competition of foreign projects in large numbers.One of the necessary conditions for ensuring the success of engineering bidding is to determine the engineering cost in accordance with internationally accepted rules.The preliminary cost in engineering cost is a difficult point in determining engineering cost due to its difficulty in accurately measuring and pricing,and is also a key point in frequent disputes over engineering settlement.In foreign engineering bidding competition,determining the preliminary cost according to internationally accepted rules can help Chinese construction enterprises successfully compete and ensure the smooth settlement of project prices in the later stage.This article summarizes the proposal,previous revisions,and current situation of domestic preliminary costs,and introduces the situation of classic preliminary costs abroad;On the basis of a comparative analysis of the definition,content,calculation and adjustment methods of preliminary costs at home and abroad,it is proposed to adjust China's engineering cost preliminary costs based on the actual situation of the project.It is clarified that preliminary costs are technical,economic,and management measures for the overall implementation of the service project,and the calculation method should be calculated based on a fixed total price,among other improvement suggestions,The work direction for coordinating and revising the preliminary costs in the cost composition of construction engineering and the preparation methods of various professional budgetary estimate has been determined in the next step.
