摘　　要：党的二十大报告指出,大自然是人类赖以生存发展的基本条件,必须牢记绿水青山就是金山银山的理念,要积极稳妥推进“双碳”目标实现。“碳排放交易权”作为企业能源生产消费过程中必不可缺的资源,是实现“双碳”目标的主要抓手。通过对江西省中小型企业碳排放交易现状分析发现,在资源集约型经济发展模式下,高污染、高能耗、高排放企业仍存在碳排放权短缺、碳交易资金流向不明确、碳交易价格与未来交易趋势不符等问题。基于此,提出相关政策建议,以期解决江西省能源企业碳排放交易问题,推进传统能耗企业绿色转型。The report of the 2Oth Party Congress points out that nature is the basic condition for human survival and development,and that the concept of green water and green mountains is the silver mountain of gold must be kept in mind,and the goal of"double carbon"should be actively and steadily promoted.As an indispensable resource in the process of energy production and consumption,"carbon emission trading rights"is the main grasp to achieve the"double carbon"goal.Through the analysis of the current situation of carbon emission trading of small and medium-sized enterprises in Jiangxi Province,it is found that under the resource-intensive economic development model,there are still problems such as shortage of carbon emission rights,unclear flow of carbon trading funds,and carbon trading prices that are not in line with the future trading trend,etc.Based on this,relevant policy recommendations are put forward to solve the problem of carbon emission trading of energy enterprises in Jiangxi Province and promote the green transformation of traditional energy-consuming enterprises.This paper proposes relevant policy recommendations to solve the problem of carbon emissions trading for energy enterprises in Jiangxi Province and promote the green transformation of traditional energy consuming enterprises.
