摘　　要：服务类采购是支撑电网工程安全建设、公司高质量发展的重要活动之一,但随着业务量的增长、管理要求的提高,加之其“服务无形、项目需求地域特色显著”等特征,实践活动中仍面临“业务要求统一、智能化提档升级”等方面的挑战。基于此,在研究界定清楚采购质效定义的基础上,聚焦“产品质效与工作质效”兼顾的主线,构建电网企业服务类项目采购质效提升框架,提出具体提升的方向与路径,以期为电网企业实践提升提供一定指导。Service procurement is one of the important activities to support the safe construction of power grid projects and the high-quality development of the company,but with the growth of business volume and the improvement of management requirements,coupled with its characteristics of"intangible services and significant regional characteristics of project requirements",the practical activities are still facing challenges in terms of"unified business requirements and However,with the growth of business volume and the increase in management requirements,as well as the characteristics of"intangible services and project needs with significant geographical characteristics",the practice stil faces challenges in terms of"harmonisation of business requirements and upgrading of intelligence".Based on this,the study defines a clear definition of procurement quality,focuses on the main line of"product quality and work quality",builds a framework for improving the quality of procurement of service projects in power grid enterprises,and proposes specific directions and paths for improvement,with a view to providing some guidance for power grid enterprises to improve their practices.
