摘 要:作好水库防汛调度分析,研究相应的抢险措施体系,对提高水库应对突发事件能力,切实做好水库防洪抢险调度和险情抢护工作,力保水库工程安全等诸多方面,都具有重大的工程意义。为此,结合某水库防汛调度与应急抢险措施实施方案展开分析研究。结果表明,全面了解某水库流域及水库工程概况,重点做好水库防汛调度分析(主要包括防洪调度方式、4级防洪预报预警及应急响应等方面);着重研究制定相应50年一遇设计洪水、50至500年一遇设计洪水间的洪水出现水库滑坡、管涌及渗水点处抢险措施和500年一遇校核洪水水库出现决堤险情应急抢险措施;布局水库防汛抢险保障基础工作。可为类似水库防汛抢险方案提供借鉴参考。It is of great engineering significance to effectively carry out flood dispatch analysis for reservoirs,study corresponding emergency measures systems,and improve the reservoir's ability to respond to emergencies.This includes ensuring the safety of reservoir projects and effectively carrying out flood control and emergency rescue dispatches and protection work.In order to achieve this,an analysis and study of the flood dispatch and emergency rescue measures implementation plan for Baiqiang Reservoir is conducted.The results show that a comprehensive understanding of the Baiqiang Reservoir basin and reservoir project overview is essential.The focus should be on conducting flood dispatch analysis for the reservoir(including flood control dispatch methods,4-level flood forecasting and warning,and emergency response).Emphasis should also be placed on researching and formulating corresponding emergency measures for landslides,pipe bursts,and seepage points during the occurrence of design floods with return periods of 50 years and between 50 and 500 years,as well as emergency measures for breach risks during design floods with a return period of 500 years.Furthermore,establishing a comprehensive plan for reservoir flood control and emergency rescue is required.The study also suggests the implementation of basic work for reservoir flood control and emergency rescue support.The findings can provide valuable reference and insights for similar reservoir flood control and emergency rescue plans.
